Let's say a particular university wants to give admission to 500 students for an academic year. Once that figure is reached, others won't be accepted even though they performed well in grade 12.

Another issue is when the student is having challenges paying for the necessary fee. In such scenario, this may eventually lead to the student bit to be given admission.
