1.) A hearing shall be organized by a Senate, a House, a joint or a special congressional committee normally available to the public for facts and views on new laws, an enquiry or evaluation/supervision of governmental departmental operations, as well as the application of federal legislation.

2.) A provisional ad hoc commission made up conferencing members of the House and Senate designed to harmonize the legislative gaps between the two houses.
