When dividing fractions, we flop over the fraction that we divide by and multiply by it instead. Look what happens:
[tex]\frac{1}{4} :\frac{9}{1} =\frac{1}{4} *\frac{1}{9}[/tex]
Now we multiply the numerator by the numerator and the denominator times the denominator:
[tex]\frac{1}{36}[/tex]
Now we do the same thing with the following fractions:
[tex]\frac{9}{1} :\frac{1}{4} =\frac{9}{1} *\frac{4}{1} =36[/tex]
