Lincoln in his Inaugural Speech says: "The Government will not assail 'you'. You can
have no conflict without being yourselves the aggressors." Yet, after Ft. Sumter's attack,
he called for 75,000 volunteers to "put down" the rebellion.
Should he have done this? Why or why not?
